SUMMARY
The Director, Flight Operations and Regulations acts as the staff liaison to the Regulatory Issues Advisory Group (RIAG) and the International Operations Committee (IOC), supervises NBAA’s Operations Service Group (OSG) and Domestic Operations Committee, manages special projects, and is one of NBAA's technical experts leading legislative, regulatory, technical and flight operations advocacy efforts, while providing information to NBAA Members through various communication formats.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include but are not limited to:
  • Leads NBAA’s program to respond efficiently and effectively to federal legislative and regulatory issues as well as technical and operational questions and NBAA program inquiries received in the Operations Service Group call center.
  • Supervises Operations Service Group personnel to achieve customer service goals
  • Directly engages Federal agencies to lead the development of legislative and regulatory solutions for technical aviation issues. 
  • Reviews NBAA written publications (e.g., NBAA Update, Business Aviation Insider, Press Releases, web articles) for accuracy in accordance with established deadlines.
  • Initiate and coordinate special projects, including, but not limited to research and analysis of flight operations data, surveys of Members, analysis or development of legislative and regulatory proposals, and NBAA Committee projects/deliverables.
  • Manages the Domestic Operations Committee, International Operations Committee, and Regulatory Issues Advisory Group in NBAA's best interest as outlined in Committee documents.
  • Works as a member of the International Operations and Regulatory Issues Advisory team to manage committee member selection, participation, and committee governance in accordance with published procedures.
  • Acts as the International Business Aviation Council’s Corporate Secretary
  • Initiates and coordinates flight operations and regulatory committee efforts to disseminate information to the industry through Business Aviation Insider, NBAA Update, subject-specific FAQs, and audience-specific Power Point briefings to present at Seminars, Committee Meetings and other industry forums.
  • Manages special projects, including, but not limited to research and analysis of flight operations data, surveys of Members, and NBAA Committee projects/deliverables.
  • Represents business aviation priorities in regulatory matters with the FAA and other international aviation safety and policy bodies, and through participation and leadership in stakeholder groups such as the Aviation Rulemaking Advisory Committee, Aviation Rulemaking Committees, OpSpecs and other working groups. 
  • Manages and leads other regulatory projects as assigned
  • Leads development and execution of education content at the management of the International Operators Conference
  • Achieves goals and objectives in support of NBAA's Strategic Action Plan.
  • Follows all company policies and acts as a role model in the adherence to policies.
  • Budgetary Responsibility: Provides Senior Vice President, Safety, Security, Sustainability and International Affairs with expected yearly expenses for use in developing yearly budget. Also manages the Domestic Operations Committee's and Regulatory Issues Advisory Group’s budget for meetings and initiatives. (Approximately $40K)

  • Decision Making — Scope of Authority: Works closely within clearly defined procedures, yet makes decisions around prioritization of work and selects appropriate courses of action. Researches/analyzes a wide range of issues.

REQUIRED QUALIFICATIONS
Specific requirements include but are not limited to: SKILLS, KNOWLEDGE & ABILITIES
  • Possesses knowledge of business aviation operations, purpose and objectives.
  • Possesses an FAA pilot certificate or an FAA dispatcher license. 
  • Detailed knowledge of operations conducted under FAR Parts 91, 91 Subpart K, 125 and 135 and international standards developed by the International Civil Aviation Organization (ICAO)
  • Previous experience with safety regulators in Europe, Asia, and North America
  • History of successful engagement with the ICAO and the International Business Aviation Council (IBAC)
  • Demonstrated knowledge of, and engagement with, FAA’s Office of Chief Counsel and FAA Flight Standards executive leadership
  • Demonstrated performance as a leader of volunteer committees focused on technical, domestic and international subjects.  
  • Effective oral and written communication skills including the ability to interact successfully with internal and external contacts.
  • Excellent interpersonal skills and demonstrated ability to work in a team as well as independently.
  • Strong attention to detail skills.
  • Good decision making and problem-solving skills, especially under time constraints.
  • Solid mastery of Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook
  • Ability to utilize (e.g., search, enter data, create and obtain reports) NBAA's Membership database.
  • Familiar with a variety of office machines and equipment such as a calculator, Fax and copier machine.
  • Excellent organization and time management skills.
EDUCATION
  • Minimum of FAA-certificated private pilot certificate
  • Four-year accredited Bachelor's degree in Aviation Management or related Aviation/Aerospace Degree
EXPERIENCE
  • Demonstrated project management and volunteer Member interaction experience.
  • Experience successfully managing multiple projects and deadlines simultaneously.
  • 7 – 10 years of operational and advocacy work
DESIRED QUALIFICATIONS
  • Business aviation experience in a flight department or aircraft charter operation.
  • FAA Certificated Flight Instructor Certificate
  • FAA multi-engine and instrument ratings
  • Advanced education in aviation safety or operations
SALARY RANGE: $128,000 - $160,000 plus bonus.
