Duties: The incumbent, as a senior contract specialist, is involved in all contractual actions of assigned headquarters-level requirement organizations. Responsibilities include, but are not limited to, the following: (1) serving as a senior contract specialist to junior personnel; (2) serving as an advisor on acquisition standards and relationships for junior personnel and senior management on assigned areas; and (3) reviewing, monitoring, and evaluating the effectiveness of procurement functions.

Candidates must submit a college transcript and a list of training courses completed with their application. QUALIFICATION REQUIREMENTS: Basic Requirements: (A) A 4- year course of study leading to a bachelor's degree with a major in any field; AND (B) At least 24 semester hours in any combination of the following fields: Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; and completion of all training prescribed by the head of the agency for progression to pay band I or higher level contracting positions, including at least 4-years experience in contracting or related positions. Specialized Experience: At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Examples include experience in developing, preparing, and presenting terms and conditions in bids; negotiating and awarding contracts and contract modifications; administering the terms and conditions of contracts; and analyzing proposed prices and costs. Specialized experience is in addition to meeting the basic requirements.
Evaluation criteria: Eligible candidates may be ranked based on the knowledge, skills, abilities, and other characteristics (KSAO's), described below.
1.KNOWLEDGE, SKILLS, AND ABILITIES (KSA'S): 1. Knowledge of acquisition management principles, theories and practices, specifically demonstrated knowledge in the areas of contract award, contract administration and contract termination/close-out. 2. Skill in written and oral communication 3. Ability to work independently, or as a member of an acquisition team and/or lead a contracts team.
Excepted Service: The FAA is an excepted service agency. Basic Federal employee benefits remain the same as other Federal agencies.
